I am trying to move the testimonial form from the bottom of the page to the top.

So far i have managed to move it but then it does not work properly, it then shows the form even to users who are not logged in and in turn allows them to submit reviews.

I have already made other changes to my testimonials.php file so I have attached it. If you could assist me in correctly moving the form tot he top it would be greatly appreciated.
